MAY BE the land of the free, but not when
it comes to taxes. With taxes mandated
in nearly every
facet of our society — income, transportation,
energy, healthcare, environment, housing,
retirement policy and more — there are
few issues facing Congress that do not
involve taxes in some way. Until five months
ago, it was George Yin (left),
a
professor in the University of Virginia’s
School of Law, who as head of Congress’ Joint
Committee on Taxation led collaborative
efforts with members of Congress and their
staffs on every aspect of the tax legislative

Recent
data support the argument for “the
rebirth of cities,” according to
a study by William H. Lucy and David L.
Phillips, planning professors in the University
of Virginia’s School of Architecture.
The two researchers found that the increases
in per capita income and median owner-occupied
housing values in 22 cities in large metropolitan
areas relative to their suburbs shows improvement
on their performance in the 1990s. Per
capita income increased on average from
86 percent to 89 percent of the cities’ metropolitan
areas’ income from 2000 to 2004. Full

Until
now, there hasn’t been much hope
for patients diagnosed with Glioblastoma
multiforme, a particularly malignant form
of brain cancer. It grows rapidly and is
essentially always fatal. Even after surgery,
a patient’s median survival time
is approximately one year. The disease
also has a track record of being resistant
to the best efforts of medical science,
therefore resulting in relatively few significant
advances in treatment over the last 25
