"E.1. Notwithstanding any provisions of law to the contrary, the Secretary of Finance, in consultation with the Secretaries of Administration and Education and the Director of the State Council of Higher Education, shall approve not less than five pilot programs involving not less than five public institutions of higher education, including the University of Virginia, the College of William and Mary, and Virginia Polytechnic Institute and State University, to grant relief from rules, regulations and reporting requirements in such areas as finance and accounting, the purchase of goods and services, and personnel. Pilot programs shall not be approved in the areas of capital outlay, telephone and data transmission services, or correctional enterprises. Each public institution wishing to participate shall indicate its interest and plans to the Secretary of Finance. Approval to participate in the pilot programs will be based on the determination by the Secretary of Finance of the institution's technical and professional capacity to accept the decentralized authority.
2. As part of the pilot programs, the concept of larger institutions acting as agents for smaller institutions in their regions in the areas of finance and accounting, the purchase of goods and services, or personnel, shall be tested. The Secretary of Finance shall report to the Chairmen of the Senate Finance and House Appropriations Committees by November 1, 1994, and November 1, 1995 on the status of the pilot programs, efficiencies that have been achieved, and difficulties that have been encountered."
