CONSENT AGENDA

EASEMENT (VIRGINIA POWER) 9TH /10TH STREET CONNECTOR -- The 9th/10th
Street Connector is a City of Charlottesville project located
at the east end of the Health Sciences Precinct. It will improve
traffic flow in the precinct by linking 9th and 10th Streets and
by providing a connection to Lane Road. The Buildings and Grounds
Committee previously approved easements to VDOT and Virginia Power
for this project. The current easement request is a supplement
to the original easement.

ACTION ITEMS

A. SCHEMATIC DESIGN, HEALTH SCIENCES LIBRARY BASEMENT DEVELOPMENT
AND RENOVATION -- This project involves the development of 11,310
square feet in the basement and the renovation of 59,110 gross
square feet on the first and second floors. The architect, Ayers/Saint/Gross,
working with the Health Sciences Library and the University Architect
has developed a schematic design proposal for the project.
- B.
ARCHITECT SELECTION, WATER RESOURCES MANAGEMENT PROJECT -- This
project will evaluate current conditions and provide an environmental
strategy for solving the problems of surface and groundwater quality
and storm water management on University lands (approximately
1,000 acres). The Architect Selection Committee recently completed
its selection process and ranked the firm of Andropogon Associates
of Philadelphia, PA as its number one choice.

SIX-YEAR CAPITAL OUTLAY PLAN -- This will be the third six-year
plan submitted to the state and covers the period 1998 - 2004.
The plan has been reviewed by academic deans, vice presidents,
and the president. It supports the University's master plan and
the current strategy of renovating existing buildings. The plan
identifies a significant amount of work, much of which relates
to infrastructure improvements in buildings and utility systems.
The plan is to be submitted to the State on May 1, 1997.

REPORTS BY THE VICE PRESIDENT FOR MANAGEMENT AND BUDGET
- A.1.
MASTER PLAN UPDATE - PEDESTRIAN PATHWAY - A conceptual physical
plan for the University of the 21st century was presented to the
Buildings and Grounds Committee in September 1996. A major goal
of the plan is to establish a stronger sense of the University
as a single entity. A central element of this goal is the development
of a Groundswalk over a period of years will be discussed.
- A.2.
CAMPBELL HALL ADDITION - The addition will provide offices for
faculty, support staff, and graduate teaching assistants and will
restore studio space to its original use. One of the projects
main objectives is to create a working laboratory utilizing the
latest technology for energy generation and sustainable design.
Since the project employs unique design features, Dean McDonough
will review the concepts and his vision for the building in preparation
for the presentation of the schematic design at the June meeting.
- A.3.
MEDICAL OFFICE BUILDING - The University of Virginia Real Estate
Foundation will construct a building in the Fontaine Research
Park for the eventual use of Health Sciences Center. Since the
building will be connected to the new rehabilitation hospital,
both facilities have been designed together and will be constructed
as a single project. Upon completion, the Health Sciences Center
intends to purchase the building. The design review process for
the building will be discussed.
- B.
MISCELLANEOUS REPORTS -- There are no major changes to the Design
Review Status, Major Projects, Professional Services Contracts,
and Pavilion Occupancy reports.
