UNIVERSITY OF VIRGINIABOARD OF VISITORS EXECUTIVE SUMMARY
HEALTH AFFAIRS COMMITTEE

- ACTION ITEMS
- A.
CLINICAL FACULTY REMUNERATION PLAN -- The clinical faculty did
not receive a salary increase on December 1, 1996 except for those
promoted. The Remuneration Plan proposed here will give clinical
faculty a one-time payment in recognition of their significant
efforts in training and supervising the activities of resident
physicians, during fiscal year 1996-97. The payment increase would
average 4% ($2.6m) of base salary. Additionally, to achieve academic
balance, the School of Medicine would like to include an academic
incentive of 1.5% (a total of $975,000).
- B. GAINSHARING PLAN ENHANCEMENT -- Employees and Clinical Faculty, through their efforts, have helped the Medical Center achieve significantly improved revenues with marginally increased expenses. Enhancement of the Gainsharing Plan is possible because of the improved operation margin which is anticipated to be in excess of $20,000,000. It is recommended that the Medical Center raise the payments from 2% ($3M previously approved) to 4% ($6M) of employee salary if patient satisfaction is greater than 4.49 or from 1% to 2% if patient satisfaction is less than 4.49. It is also recommended to include the Clinical Faculty with a one-time payment up to 4% ($2.6M) based on patient satisfaction and clinician performance.
- C. AMENDMENT TO THE MEDICAL CENTERS 1996-97 OPERATING BUDGET -- The Medical Centers 1996-97 budget was revised in February, 1997 to reflect the improved financial position. Further revision is requested to reflect the current status of the budget, and to include the Clinical Remuneration Plan, the Expanded Gainsharing Plan and the increase in the budget for primary care physicians by $1.2 million.
- These items require approval of the Health Affairs Committee, the Finance Committee, and approval by the full Board.
