I. REPORT BY THE CHAIR OF THE GOVERNOR'S BLUE RIBBON COMMISSION Early on in his administration, Governor Gilmore announced that he planned to appoint a commission to "evaluate the needs and goals of Virginia's colleges and universities in the next century." The Governor announced his appointments to the commission, which he has called the Blue Ribbon Commission on Higher Education, on June 30th last year and named Edward L. Flippen as Chairman. Mr. Flippen, a Richmond lawyer and member of the firm McGuire, Woods, Battle and Boothe, has 38 colleagues from across the Commonwealth; the University of Virginia is represented by one Board Member, Mr. Robertson, and by two members of the faculty: Mr. Jon Mikalson, Professor of Classics and Director of the Echols Scholar Program, and Mr. Larry Sabato, Robert Kent Gooch Professor of Government and Director of the Center for Governmental Studies. Mr. Flippen will describe the wok of the Commission.
