On July 1, 2006, Virginia higher education formally entered the new era created by the Restructured Higher Education Financial and Administrative Operations Act, which gives all 16 public colleges and universities new freedom from state control in areas such as spending, tuition and personnel management while also requiring the schools to meet specific goals set by the state.
The University of Virginia, along with Virginia Tech and the College of William and Mary, have been granted the highest of three levels of autonomy available under the new system, which University of Virginia President John T. Casteen III has described as "a framework for transforming public higher education."
Throughout the transition, the University is committed to communicating with all members of the community. This Web site will continue to be an important element in this communication with updates posted frequently.

Key Components of Restructuring Higher Education
* Three levels of autonomy are available to all public institutions of higher education, with the level of autonomy depending on each institution's financial strength and ability to manage day-to-day operations.
* All institutions, not just a select few, are eligible for additional authority.
* All institutions will remain public institutions and their employees will remain state employees.
* All institutions will continue to be governed by the current processes administered by the State Council of Higher Education for Virginia for determining student enrollment projections and educational policy.
