I.                   Old Business:

The May Minutes were approved for the Website.

Guest Speaker

David Neuman, Architect & Planner for the University for 1½ years.

http://www.virginia.edu/architectoffice/

There are currently 18 people in the Office of the Architect, located in the Rotunda.   The Office of the Architect is currently involved in 60-70 projects. The Office of the Architect works very closely with the UVA Foundation.

Thomas Jefferson’s original “Academical Village” is an exemplar of coherent planning.  Jefferson’s belief that the principles that shape the physical character of the institution are derived from the principles that  guide its academic undertakings.

The Historic Preservation Master Plan consists of 119 buildings over 40 years of age and 29 Landscapes.

Varsity Hall is one of the oldest buildings and was built as an infirmary for people with Typhoid. For its time, it is one of the first “high tech” buildings with Air and Water circulation throughout the building. Varsity Hall was also used during the Civil War and has significant Historical value.

There will be an endowment created to help support older buildings.

The Grounds planning process consists of site, area, ground land use, environs, housing, transit, infrastructure, academic programs and support programs.

Transit is looking at additional biking facilities and would like to get student government involved. They would create more bike lanes and lockers. Eventually McCormick Road would become a bike route and will be closed off to automobiles. Another road will be opened up connecting to the Bioresearch building for auto usage. Whitehead Road will be moved closer to the stadium. In order for more bike lanes to be put in we will have to eliminate on the street auto parking on McCormick Road.

Infrastructure consists of Utilities, Heating & Cooling. The City Sewage treatment plant requires a count of all toilets, sinks & estimates of usage provided to city planners. There are water issue problems due to the increase in population.

The ARTS Precinct:

Renovations and new additions to Campbell Hall consist of 14,700 GSF of new material and 5,000 GSF is renovations. The project will cost approx. $8.5 million and is now in the construction documentation phase. The project is scheduled to be completed in 2007.

Renovations for the New Studio Arts Building, Ruffin Hall, will provide well-lit classrooms, exhibition galleries, workrooms, faculty offices as well as outdoor workspaces. The cost is approximately $16.1 million and is scheduled for completion in 2007. The project is in the design development stage.

Renovations and additions to Rouss Hall will include a greenhouse and garden area on the roof. The approximate cost will be $43 million, with the relocation of Varsity Hall to the North and East location between Randall and Cobb Halls. Construction will begin in the winter of 2005 and be completed in August of 2007.

Arlene asked if parking on-Grounds would be relocated to periphery parking lots?  Mr. Neuman said that parking will be in structures on perimeters of the university, and a shuttle will be provided. This is called a fill-in to keep people closer together with more walking and biking areas provided.

New Business:

There is a Council Retreat for all councils on June 22nd in the Kaleidoscope room in Newcomb Hall. If you have anything you’d like to present at the meeting send email to Jon Rice at jgr9a@virginia.edu.

Our meeting next month is with the Housing Division. Email questions to Nykki Critzer at nmc8s@virginia.edu. Housing offers camps for football, swimming, etc. for children ages 4-5 up to adults.
