Minutes of October 10, 2006

Anne Broccoli presented information regarding the benefit’s changes for the upcoming year. The main issues include:
Open Enrollment Period: November 6 – December 1 st
The complete power point slide show will be posted on the HR website starting on November 6 and can be seen at the Employee Resource Fair on November 9. Questions can be addressed by the health care ombudsman, Joanne Hayden.
Parking Subcommittee report: Committee explained their current status in seeking a tiered system for parking. They have reps joining the committee from all councils and are seeking to meet with someone in the administration for guidance.
Executive Council notes: Council met with Leonard Sandridge on August 9 th. Issues discussed:
The council chairs were invited to participate in a focus group of chairs and co-chairs of all five councils formed the Segal Company hired by Yoke San Reynolds to look into components of restructuring which will include classification and compensation, performance management, and recruitment and staffing. Generally, all councils mentioned frustration with the current compensation system which provides no merit rewards, little correlation with evaluation, and restrictive opportunities for in-band pay adjustments. Attendees discussed employees who job-hop to increase their pay versus the ones who want to stay in their position but have new hires begin with higher pay. Also discussed was how difficult the hiring process is here at UVA. It was noted that the Segal Company would be meeting with other focus groups to get a broad perspective of what works with the current HR policies and what doesn't. From the gathering of this information, a survey will be put together and sent to all employees at UVA using different measures to make sure that all employees will have input on developing of the new HR policies under the Restructuring.
Discussion of the addition of the codes of conduct to the bylaws was tabled for next meeting, as we ran out of time for meaningful discussion.
