It is the policy of the Commonwealth of Virginia and the University of Virginia to contribute to the establishment, preservation, and strengthening of small businesses and businesses owned by women and minorities and to encourage their participation in state procurement activities. The Commonwealth and the University encourage contractors to provide for the participation of small businesses owned by women and minorities through partnerships, joint ventures, subcontracts, or other contractual opportunities.

The University takes a proactive approach to its Minority Procurement Programs. The University has undertaken a number of steps to help it reach its annual goals for minority procurements as a percentage of total dollar purchases. These steps include but are not limited to: .
- Placing emphasis on training all faculty and staff with purchasing authority about minority vendors and what goods or services they provide.
- Training minority vendors on how to do business with the Commonwealth of Virginia and the University of Virginia.
- Making the entire University community aware of the products/services offered by minority firms.
