  New Organizational Structure of Financial Administration  
 
  Dear Colleagues,

I have already spoken to some of you about the organizational changes we have made in Financial Administration. I’m writing today to further clarify our new organizational structure and highlight key contacts for you.

On March 1, 2007, we consolidated our operations into four main teams: Accounting Services, Financial Reporting & Analysis, Student Financial Services, and Strategic Planning & Analysis.

My goals were to streamline operations, enhance our customer service capabilities, dedicate resources to our new and ongoing compliance and oversight responsibilities, and build more capacity to respond quickly to your needs.

Here are a few examples of initiatives we had to better position ourselves for: implementation of accounting and systems changes related to Restructuring, implementation of the Treasury Management System, ongoing development of the new Student System, and compliance with the State Comptroller’s new Sarbanes-Oxley type directive called Agency Risk Management and Internal Control Standards (ARMICS).

Along with these initiatives have come changes in responsibility for the accompanying processes. For example, Jim Matteo’s Treasury Operations group has assumed the strategic and operational aspects of debt management, cash management, and investment oversight. Treasury Operations will also assume responsibility for the internal loan and internal investment programs. Financial Administration will retain responsibility for the accounting and reporting that accompanies these activities.

Here is the new organizational structure:

Accounting Services is led by Tommye Arnold, Associate Comptroller, , 924-4201.

The Accounting Services team includes: Operational Accounting, Accounts Receivable, Training & Outreach, Banking Relations, Post-Audit Accounting, and Cashiering.

The Accounts Receivable, Banking Relations, and Cashiering operations that were previously under the office of Revenue and Collections now fall here. If you previously contacted Ken Sinarski on issues related to these areas, your new contact is Tommye Arnold. Ken is one of the leaders in our newly formed Strategic Planning & Analysis team, mentioned below.

Financial Reporting & Analysis is led by Dave Boling, Associate Comptroller, , 924-4291.

This team includes: Debt Accounting, Endowment Accounting, Financial Reporting, Cost Analysis, Fixed Assets, and Comptroller’s System Support.

The Debt Accounting and Endowment Accounting operations that were previously under the office of Investment and Tax Services now fall here. If you previously contacted Jane Johansen on issues related to these areas, your new contact is Dave Boling. Jane is also one of the leaders in our newly formed Strategic Planning & Analysis team, mentioned below.

Student Financial Services is led by Yvonne Hubbard, Director, , 924-4242. This unit has not changed and includes Financial Aid and Student Accounts.

Strategic Planning & Analysis is a new area in Financial Administration, led by Susan Herod, the Comptroller’s Chief of Staff, , 243-8807. In addition to Susan, the team includes Jane Johansen, Del Kolberg, Susan Petersen, Rick Seaman and Ken Sinarski. This team includes Business Analysis, Business Information, Business Relations, Project Management, and Planning & Accountability.
