2008 Regular Session
The 2008 Regular Session of the General Assembly convened on Wednesday, January 9 and officially approved the 2008 Session (HJR 31) and the 2009 Session prefiling calendars (HJR 32). Crossover, the last day for each house to consider its own legislation, was February 12 and each house considered amendments to and passed the budget bills on February 21. The Session adjourned sine die on Thursday, March 13, and reconvened on Wednesday, April 23 to consider the Governor's vetoes and recommendations to bills passed during the Regular Session. State Budget
The biennial budget is passed in even-numbered years to appropriate projected revenues for the next two fiscal years. In odd-numbered years, the budget must be amended to ensure that the budget remains balanced based on actual and updated revenue projections.
HB30 and SB30, the 2008-10 biennial budget bills for the 2008 Session, were introduced on December 17. The 2008-10 budget was passed by the General Assembly on March 13, approved by the Governor on May 9, and will become effective on July 1, 2008.
