2009 Regular Session
The 2009 Regular Session of the General Assembly convened on Wednesday, January 14 and officially approved the 2009 Session (HJR645) and the 2010 Session prefiling (HJR646) schedules. Crossover, the last day for each house to consider its own legislation, was February 10 and each house considered amendments to and passed the budget bills on February 12. The Session adjourned sine die on Saturday, February 28, and reconvened on Wednesday, April 8 to consider the Governor's vetoes and recommendations to bills passed during the Regular Session. State Budget
The biennial budget is passed in even-numbered years to appropriate projected revenues for the next two fiscal years. In odd-numbered years, the budget must be amended to ensure that the budget remains balanced based on actual and updated revenue projections.
HB1600 and SB850, amending the 2008-10 biennial budget bill, were introduced on December 17.
