PLANNING, SUBDIVISION OF LAND AND ZONING - ARTICLE 4:
The Comprehensive Plan
15.1-446.1. Such plan, with the accompanying maps, plats, charts, and descriptive matter, shall show the commission's long-range recommendations for the general development of the territory covered by the plan, including the location of existing or proposed recycling centers. It may include, but need not be limited to:
- The designation of areas for various types of public and privatedevelopment and use, such as different kinds of residential, business,industrial, agricultural, conservation, recreation, public service, floodplain and drainage, and other areas.
- The designation of a system of transportation facilities such as streets,roads, highways, parkways, railways, bridges, viaducts, waterways,airports, ports, terminals, and other like facilities.
- The designation of a system of community service facilities such asparks, forests, schools, playgrounds, public buildings and institutions,hospitals, community centers, waterworks, sewage disposal or wastedisposal areas, and the like.
- The designation of historical areas and areas for urban renewal or other treatment.
- The designation of areas for the implementation of reasonableground water protection measures.
15.1-447. Surveys and studies to be made in preparation of plan; implementation of plan -- (1) In the preparation of a comprehensive plan, the local commission shall survey and study such matters as the following: (a) Use of land, preservation of agricultural and forestal land, production of food and fiber, characteristics and conditions of existing development, trends of growth or changes, natural resources, ground water, surface water, geologic factors, population factors, employment and economic factors, existing public facilities, drainage, flood control and flood damage prevention measures, transportation facilities, the need for affordable housing, and any other matters relating to the subject matter and general purposes of the comprehensive plan...
