Former U.S. President Jimmy Carter (center) says he no longer understands politicians, either, but he does have a greater appreciation for why Thomas Jefferson chose not to set foot in Washington for 18 years after leaving the presidency. Despite aversion to the Beltway, Carter and several other former presidents lauded U.Va.’s Miller Center of Public Affairs for its role in studying the American presidency at rededication ceremonies
