Subcontract Instructions
Please follow these basic rules for Subawardee Participation
in UVA/School of Engineering and Applied Science Proposals
Letter of Participation
- The letter should be signed by the Principal Investigator and an institutional/corporate
representative (usually the Director of Sponsored Research, President or VP
of a firm). The letter should say the institution/firm agrees to participage,
that terms and conditions will be negotiated, the dates of their participation
and amounts they expect.
Statement of Work
- The statement of work can be brief but should detail what part of the project
will be performed by the subawardee.
Other
- The subawardees document should generally follow the guidelines
of the prime sponsor (if the proposal is being sent to NSF follow NSF guidelines,
etc.). If the guidelines are not available to the institution/firm they may
be obtained from the Office of Preaward Research Administration (OPRA) (contact
information below).
- The required sponsor information will generally include a Budget,
Representations and Certifications, (this is for debarment, drug free
workplace, etc.), Resumes, Current and Pending Support Information,
Facilities Statement (facilities available for performance of the
work.
- Budgets should be done in the required format of the prime
sponsor. There may be special considerations as to the total amount to be
funded, a breakout of costs in special time frames, items not allowable or
others. Please check the guidelines, RFP or RFQ and/or call the OPRA office.
Budget information is normally required very early in the process. This information
should be transmitted as soon as possible by e-mail or Fax so OPRA can prepare
the UVA budget. The signed originals can follow but be sure your institution/firm
will approve at that stage.
In Addition
- The University of Virginia, Office of Sponsored Programs, will ask for additional
items (such as Financial Report) and negotiate terms and conditions (including
those that flow down from the prime sponsor) if the project is accepted and
before any funds are transferred to the subawardee.
