A9 Lot Closure
Dates: Permanent Closure Beginning on November 25, 2009
Construction of the new Rehearsal Hall Project along Culbreth Road will require the demolition of the A9 parking lot across from Ruffin Hall and adjacent to the Culbreth Road Parking Garage. The Culbreth Road Garage will remain open. The A9 lot will close at 5:00pm on November 25, 2009.
Aquatic & Fitness Center (AFC) Chiller Expansion
Dates: September 1, 2009 - April 1, 2010
Please be advised it will be necessary to impact parking within the AFC east parking lot in order to complete the installation of new cooling towers.
Specifically, work between September 1, 2009 and April 1, 2010 will require a portion of the AFC east parking lot to remain closed to vehicles. Alternative metered parking is detailed on the attached site plan, and will be available during the duration of the required work.
Please be advised this work is weather dependent, and is subject to change as a result of inclement weather conditions. Future Construction Alerts will keep you updated with the progress of the work and any required changes in schedule.
JPA/West Main Street Intersection Improvements
Dates: May 18, 2009 - December 2009
JPA/West Main Street Intersection improvements are being completed to improve pedestrian and vehicular safety in that area. Utilities along south West Main Street will be placed underground as a part of continuing projects with the City of Charlottesville to improve West Main Street. This effort is also in support of the U.Va Outpatient Children's Building and Outpatient Surgery Center.
This project will not effect permit parking.
UTS route service will not detour, but service may be slowed by the traffic patterns during certain project phases.

Construction Alert (10/26/2009): Milling work on West Main Street between Clark Park and the entrance to 1222 Jefferson Park Avenue will begin at 8:00PM on Tuesday, October 27, and continue until 6:00AM on Thursday, October 29. The work willl be done one lane at a time, maintaining one lane of traffic in each direction at all times during the repaving. Flagmen will direct traffic around lane closures. All lanes will reopen between 6:00AM-8:00PM during the construction period. Commuters should expect delays during this construction period.
Construction Alert (7/22/2009): Due to on going construction, the Inner U-Loop will not be able to service the bus stop on the corner of Jefferson Park Avenue and West Main Street (#87 on route map, GPS number 10694) until further notice. |

Phase 1
Summary
Utility Undergrounding will begin on the eastern edge of the surface lot (near the 11th Street Garage) on or around May 18, 2009. Construction is scheduled to progress along West Main Street to the intersection with JPA by mid-July.
Impacts
Traffic will be reduced to two lanes. North side parallel parking will be temporarily removed to provide the west-bound traffic lane. Construction barriers will protect the work zone. Signage approved by the City of Charlottesville will be in place. Flagmen will be on site during work hours.
Phase 2, 3, and 4
Summary
Utility and undergrounding across the JPA intersection and west will occur in August and September. The work for these phases will be executed when the CTS and UTS buses are not running, necessitating night work.
The work occurring in the intersection will occur Sundays through Thursdays, from 6:00PM to 6:00AM. All of the noisiest activities, such as saw-cutting and jack-hammering, will occur from 6:00PM to 9:00PM. The work will commence on Monday, July 6th.
Impacts
Utility undergrounding under the JPA/West Main Street intersection will be completed in thirds. Modified traffic patterns during this phase may cause reduced traffic flow. These phases will be executed at night. Flagmen will be on site during work hours.
Phase 5
Summary
JPA improvements in front of the Blake Center and down to 1222 Jefferson Park Avenue (JPA) are scheduled to be executed in October and November. Work at the entrance between the Blake Center and 1222 will be executed at night.
Impacts
The modified traffic pattern may slow traffic flow through the intersection. Flagmen will be on site during work hours.
Phase 6
Summary
JPA intersection signalization and striping is schedule to be completed in December 2009.

Key Alley: East Range Sanitary Sewer Rehabilitation (ERSS)
Dates: July 6 - July 21, 2009
The ERSS project will begin the week of June 29, 2009. The first phase will be conducted in the grass area south of Garden X. Renovation of the pipe in Key Alley will take place between July 6 - July 20. Residents and other permit holders will need alternative parking spaces for that time. The two spots at the bottom of the alley next to Hotel D will also be affected by this renovation.
Construction Alert (8/3/2009): The aging terra cotta pipes in Key Alley and the parking court will be replaced with modern materials. Several lateral pipe runs will be rerouted for better maintenance. Key Alley and the parking court will be closed to all parking and traffic July 7 - July 24. Pedestrian and vehicle traffic will be routed to Green and Lile Alleys.
Key Alley and its parking court (L7) will be closed at 8:00AM on August 4 through 5:00PM on August 5.
Medical Education Building Construction
Dates: September 25 - November 2 November 23, 2009
Due to weather, the construction scheduled for Lane Road has been delayed as noted below.
A small section of Lane Road will be closed in order to complete utility work associated with the Medical Education Building. The closure, between Lancaster Way and the entrance to the Old Jordan/Primary care Alley, will begin after 8:15PM on October 16 November 6 and will continue through 6:00AM on October 19 November 8. One lane of traffic (eastbound) will reopen at this time. Traffic will be able to move from Jefferson Park Avenue in the direction of Crispell Drive. UTS service will not be detoured by this partial road closure. Access to Lancaster and the alley will be open.
Lane Road will fully reopen at 6:00AM on November 2 November 23, 2009.

Pavilion X Construction
Dates: November 30 - December 8, 2009
Construction Alert (11/17/2009): A crane will be brought in to construct and install the ten foot tall parapet wall as part of the Pavilion X restoration project. The crane will be arriving on site Monday, November 30th. In order to ensure no damage to any vehicles during this construction process, parking will be prohibited along the driveway from Hospital Drive up to the east Range Road. The parking lot L8 between Pavilions X and VIII will be closed to vehicles for the crane. For other residents and occupants of the East Lawn and East Range, vehicular access may be limited from time to time along the East Range Road as the crane and parapet sections are taken to the site. Please see the attached map indicating areas where parking is prohibited and an explanation of the crane route. These parking restrictions will be in affect November 30 - December 8, 2009.
South Lawn Project: Arts and Sciences Building Construction
Dates: June 27 - August 21, 2009
The South Lawn Project will begin the replacement of the temporary asphalt sidewalk along the south side of Jefferson Park Avenue with the permanent concrete sidewalk, curb and gutter on Saturday, June 27, 2009. The extent of the work will be from the top of the rise on the west side of the project site, along the entire length of the project site to the Brandon Avenue intersection, and is scheduled to be complete by August 21st, 2009.
This work will necessitate re-routing pedestrian foot traffic off of the current temporary asphalt sidewalk while the new concrete sidewalk is being built. A new temporary walkway for pedestrians will be created along the south side of JPA. This temporary walkway will be protected from vehicular traffic and from construction by concrete Jersey Barriers and chain link fencing along the entire length of the work.
This will also require a minor constriction in the east-bound lane of JPA to make room for the temporary pedestrian walkway. At all times there will be one full width open lane of traffic in each direction on JPA and the new bus stop pull-off will prevent traffic constrictions in the west-bound lane. It will be necessary to temporarily eliminate the left turn lane from JPA onto Ruppel Drive at the Brandon Avenue intersection.
Whitehead Road/Stadium Road Construction Project
Construction of the new ITE and CAS buildings along Whitehead Road continues. This project is currently not scheduled to detour UTS route service along Stadium Road or Whitehead Road. As a reminder, the reconfiguration of the T4 and E3 lots is still in effect. Please obey all posted signs at the entrance and within the parking lots.
