The Council on Virginia's Future has released its summary of a report on Virginia's business climate. The July 2008 report was a collaborative effort between Virginia Commonwealth University's Survey and Evaluation Research Laboratory (SERL) and the University of Virginia's Center for Survey Research (CSR) and was co-authored by David J. Urban, Ph.D., Thomas M. Guterbock, Ph.D., and James M. Ellis, M.S.
