HIGHER EDUCATION NEWS -- U.S.

TUITION-DISCOUNTING RATE HOLDS STEADY OVER PAST 3 YEARS, SURVEY FINDS
By Audrey Williams June of The Chronicle of Higher Education / Aug. 23
The average tuition-discounting rate for the fall of 2005 was roughly the same as it was two years earlier, according to a survey by the National Association of College and University Business Officers. Tuition discounting is a form of financial aid in which colleges award institutional grants to individual students, regardless of need, to reduce their cost of attending.

RESEARCH GROUP THAT ISSUES STATE-BY-STATE REPORT CARDS ON HIGHER EDUCATION MAY CLOSE
By Sara Hebel of The Chronicle of Higher Education / Aug. 23
A California-based nonprofit group that grades the states on how well they provide their residents with a higher education is getting ready to grade itself -- a thorough self-evaluation that might result in its closure. Beginning in January, board members and financial supporters of the National Center for Public Policy and Higher Education will undertake a "very serious reassessment" of the nonpartisan entity, said Patrick M. Callan, its president, in an interview this week.

RESEARCHERS YEARN TO USE AOL LOGS, BUT THEY HESITATE
By Katie Hafner of The New York Times / Aug. 23
When AOL researchers released three months' worth of users' query logs to a publicly accessible Web site late last month, Jon Kleinberg, a professor of computer science at Cornell, downloaded the data right away. But when a firestorm over privacy breaches erupted, he decided against using it. ...It is one of the frustrations of being an academic researcher in a world that has grown highly commercial. Data is everywhere, but there is precious little of it for university researchers to work with.

BUILDING UP COLLEGE TOWNS
By Elia Powers of Inside Higher Ed / Aug. 23
When it comes to college towns and neighborhoods near urban campuses, quaint won't cut it anymore. An increasing number of institutions are finding ways - directly or indirectly - to promote a mix of commercial and residential development just beyond their borders that they hope will lure students and faculty.

UNINTENDED SUNSHINE
By Scott Jaschik of Inside Higher Ed / Aug. 23
East Carolina tried to redact biosafety documents in FOIA request, but its botched job shows what some universities keep secret.

PROPOSED COLLEGE RESURFACES, IN VIRGINIA
By Doug Lederman of Inside Higher Ed / Aug 23
The founders of Founders College are shifting their focus, geographically if not philosophically. Two and a half months ago, a group of academics and others steeped in the philosophy of Ayn Rand had applied in two states, Maine and North Carolina, to create a new private, for-profit institution, and its leaders' connections to Objectivist philosophy led to speculation among regulators in both states that the institution, wherever it landed, would have Rand's teaching at its core.

WHAT YOUR FRESHMEN DON'T KNOW
Inside Higher Ed / Aug. 23
Beloit College has released its latest "Mindset List," to help academics understand what freshmen know - and what they don't have a clue about.

SECURITY GLITCH IN LOAN DATABASE
By Scott Jaschik of Inside Higher Ed / Aug. 23
Portions of an Education Department student loan database revealed confidential information - enough to have enabled someone to commit identity theft - from Sunday through Tuesday, The Boston Globe reported. Department officials told the newspaper that a bug had created the problem and that they did not believe many people's privacy had been violated.

SURVEY SUGGESTS SAT SCORES DIDN'T FALL
By Scott Jaschik of Inside Higher Ed / Aug. 23
An analysis released by the test-prep company Kaplan on Tuesday found that most colleges were not reporting declines in SAT scores. In the spring, a number of universities reported declines in average scores. National averages will be released by the College Board next week.

African Trials (August 19-25)
Tonight at 7:30 p.m.; WVTF-Roanoke (88.5 FM)
When he was in power, former Liberian president Charles Taylor managed
to destroy his own country, as well as de-stabilize the governments of
three neighboring countries. Later this year, he will go on trial in The
Netherlands for genocide and crimes against humanity.

J. Peter Pham <http://www.jmu.edu/nelsoninstitute/director.htm> (James Madison University) <http://www.jmu.edu/nelsoninstitute/director.htm><http://www.jmu.edu/nelsoninstitute/director.htm>, who has met and negotiated with Charles Taylor, says the upcoming trial is a
small but important step towards ending the “culture of impunity” that
engulfs Africa today.

< http://www.gmu.edu/departments/economics/faculty/dboudreaux.html><http://www.gmu.edu/departments/economics/faculty/dboudreaux.html> believes
the key to prosperity in Africa lies in creating employment and self
reliance rather than on a continued dependence on foreign aid.

Humanities, is broadcast on 10 public radio stations in Virginia and
Washington, D.C. For complete listings of shows and times visit the
