PUBLIC SERVICE ANNOUNCEMENT ENVIRONMENTAL PLANNER IAN McHARG AND LEGAL MENTOR LLOYD CUTLER TO RECEIVE U.VA. FOUNDER'S DAY HONORS AND SPEAK HERE A longtime standard-bearer of the environmental movement and one of the country's most respected constitutional lawyers will be honored and give public lectures as part of the University of Virginia's Founder's Day celebrations. Noted environmental planner and landscape architect Ian L. McHarg, author of the classic book "Design With Nature" and a pioneer in linking ecology to land planning, will receive the 30th annual Thomas Jefferson Memorial Foundation Medal in Architecture. Lloyd Cutler, the venerable Washington, D.C., lawyer who served both Presidents Jimmy Carter and Bill Clinton as White House counsel, will receive the 19th annual Thomas Jefferson Memorial Foundation Award in Law. The awards will be presented at a private luncheon in the Rotunda on Thursday, April 13, the University Founder's 252nd birthday. Cutler will lecture at 4:15 p.m. Wednesday, April 12, at the law school's Caplin Auditorium. His topic will be "The Growing Distrust of Government." McHarg will make a presentation about his environmental philosophy and work at 4 p.m. Thursday, April 13, in McLeod Hall Auditorium. Both talks are open to the public. Following the April 13 luncheon, an American sycamore tree will be planted in honor of William D. Middleton, former U.Va. chief facilities officer, who retired in 1993. During his career overseeing facilities planning and care of the entire Grounds, he was widely appreciated for his nurturing work on behalf of the University. Middleton, President John T.
