MEDIA ADVISORY ANNUAL LOCAL GOVERNMENT OFFICIALS CONFERENCE TO INCLUDE ADDRESSES BY GOV. ALLEN AND LT. GOV. BEYER, SPECIAL MEETING OF STATE COMMISSION ON GOVERNMENT RESPONSIBILITY Some 700 local officials from throughout Virginia will meet in Charlottesville Aug. 13-16 for the 44th annual Local Government Officials Conference, co-sponsored by the University of VirginiaÕs Weldon Cooper Center for Public Service. Lt. Gov. Donald S. Beyer Jr. will deliver the conferenceÕs keynote address at the opening session at 5 p.m. Sunday, Aug. 13, in Old Cabell Hall. Gov. George Allen will deliver a special address at 8 a.m. Monday, Aug. 14, also in Old Cabell Hall. The conference will feature numerous discussions on a range of key state issues including welfare reform. Sessions, jointly sponsored by government officialsÕ organizations, will be held at various locations around the University and city. Some highlights, all scheduled to be held at the Charlottesville Omni Hotel, include: ¥ Aug. 14, 1:15 - 2:30 p.m. -- A panel on pollution prevention. Speakers will include Peter W. Schmidt, director of the Virginia Department of Environmental Quality. ¥ Aug. 14, 1:15 - 2:30 p.m. -- A panel on business and professional license tax issues scheduled to be discussed at the next General Assembly. Panelists will include John P. Josephs Jr., senior policy analyst for the Virginia Department of Taxation. ¥ Aug. 14, 2:45 - 4 p.m. -- A panel on welfare reform issues. Panelists will include Clarence H. Carter, executive director of Gov. George AllenÕs Employment and Training Program for welfare recipients. ¥ Aug. 14, 2:45 - 4 p.m. A session on the Urban Partnership, a coalition of business and government leaders in VirginiaÕs major cities. Speakers will include Arlington County Supervisor Mary Margaret Whipple and Hampton mayor James L. Eason. ¥ Aug. 15, 10 a.m. to noon -- The Commission on State and Local Government Responsibility and Taxing Authority, recently established by the General Assembly, will meet to hear comments and concerns from VirginiaÕs county officials. The scope of the 25-member commission, chaired by Lt. Gov. Beyer and including Attorney General James Gilmore, carries significant implications for local governments. The commission is examining all responsibilities of state and local governments and studying all taxes and fees and considering changes in the stateÕs tax structure.
