U.VA. OFFICIALS URGE PARKING
VIOLATORS TO PAY UP OR . . . 

	CHARLOTTESVILLE, Va., Aug.  29--Scofflaws beware!
	Motorists who have acquired at least four unpaid parking
tickets at the University of Virginia will be towed without warning
beginning Oct. 12.
	Thanks to a new computerized citation system, U.Va. parking
officials armed with hand-held computers are able to identify
abusers on the spot.  Violators with four or more unpaid tickets
since 1994 are being entered into a computerized "tow list." Even if
legally parked at the time their plate numbers are identified, these
drivers can be ticketed and towed repeatedly until all fees have
been satisfied, including towing costs.
	"Hopefully the computerized system will weed out flagrant
parking violators and deter individuals from amassing large amounts
of delinquent tickets," said Rebecca Conley, assistant director of
parking and transportation for the University.  "WeÕve established a
moratorium on towing delinquent ticket holders until Oct. 11 in
order to give people an opportunity to pay delinquent accounts.
During this moratorium, large fluorescent notices are being affixed
to every vehicle identified as being in danger of towing," Conley
said.
	The new system generates easy-to-read computerized blue and
white tickets, replacing the black-and-white hand-written coded
citations.
	Parking and transportation began the new process in June.
It will replace about 80 percent of the 50,000 to 60,000 tickets
written annually at U.Va.  Hospital security, U.Va. police and
thspital front door team will continue to hand write tickets, Conley
said.
	In addition to generating a "tow list," the new $45,000
system produces instructions on warning tickets with no fine due if
it is a first parking offense in the last year.  Also violations are
explained in clear language instead of being referenced in a
confusing four-digit code, Conley said.
