NAMES HEALTHCARE COMPLIANCE OFFICER A healthcare compliance specialist and former administrator of hospitals in Wisconsin, Michigan, Illinois and Louisiana has been named the University of VirginiaÕs first compliance officer for healthcare services. Randolph L. Frank, 51, will join the U.Va. administration June 14, reporting to executive vice president and chief financial officer Leonard W. Sandridge. His position was authorized by the UniversityÕs Board of Visitors 18 months ago, as part of a new corporate compliance program "designed to prevent and detect potential violations of law and/or risky practices in the conduct of their business affairs" by physicians, employees and agents of the Medical Center. "In some circumstances, the interpretation and application of the law is highly specialized and technical," Sandridge said. "Individuals who believe they are conducting themselves properly may, indeed, be risking unwitting violation of applicable laws." Dr. Robert W. Cantrell, U.Va.'s vice president and provost for health sciences, said the compliance program is "a preventive element in the UniversityÕs continuing effort to improve quality and performance and to be responsive to the increasing complexity of delivering health services. We welcome Mr. Frank's arrival and expect to benefit from his expertise in many areas." Among FrankÕs responsibilities will be monitoring and training for compliance, recommending new or amended standards and procedures, arranging for the investigation of perceived noncompliance, and recommending appropriate actions when the risk of noncompliance is discovered. He will coordinate closely with the UniversityÕs director of audits, the general counselÕs office, and senior staff in the Health Sciences Center, Sandridge said. As a full-time consultant with the ChildrenÕs Health System of Wisconsin, Frank last year headed the creation of a system-wide compliance program for its 3,000-employee hospital and physician groups serving the region. Over the past 15 years he has advised more than 100 hospitals and managed care organizations in the areas of mergers, quality improvement, governance, accreditation, MORE 2 compliance, risk management assessment and strategic planning. A fellow of the American College of Healthcare Executives, Frank has served as chief executive officer at Douglas County (IL) Hospital, vice president for medical and professional services at MilwaukeeÕs Columbia Hospital, administrator for several Brim Healthcare hospitals in Wisconsin and Michigan, and director of managed care development for the Mutual Group in Milwaukee. He is an economics graduate of Lafayette College and earned a masterÕs degree in health care administration in 1973 at the University of Iowa.
