93-09-15 ICMA to Honor U.Va. Public-Policy Educator Robert Matson INTERNATIONAL LOCAL-GOVERNMENT ASSOCIATION TO HONOR U.VA. PUBLIC-POLICY EDUCATOR ROBERT MATSON CHARLOTTESVILLE, Va., Sept. 15 -- Robert E. Matson, director of leadership development at the University of Virginia's Center for Public Service, will be honored this month by the International City/County Management Association (ICMA) for significant contributions to the education of persons pursuing careers in local government. Matson, a former director of the Federal Executive Institute, will be presented the ICMA's 1993 Sweeney Academic Award at a luncheon Sept. 21 in conjunction with the organization's 79th annual conference in Nashville. The award memorializes Stephen B. Sweeney, former dean emeritus of the Fels Institute of State and Local Government at the University of Pennsylvania. Under Matson's guidance, the Senior Executive Institute (PSOAE) at U.Va.'s Center for Public Service has assisted hundreds of local government practitioners in meeting the challenges of managing local government in the 1990's. Matson's philosophy of combining management theory and practical applications has enabled local government officials to develop effective strategies for revitalizing their workforce. He encourages local government officials to abandon bureaucratic methods of management and advocates a more entrepreneurial style and an understanding and respect for each others' differences.
