JOHN GARLAND NAMED ACTING DIRECTOR OF U.VA.ÕS COOPER CENTER FOR PUBLIC SERVICE, AS CARL STENBERG TAKES UNIVERSITY OF BALTIMORE DEANSHIP CHARLOTTESVILLE, Va., Sept. 9 -- Carl W. Stenberg, director of the University of VirginiaÕs Weldon Cooper Center for Public Service since 1989, has been named dean of the University of BaltimoreÕs Yale Gordon College of Liberal Arts, effective this month. John W. Garland, executive assistant to U.Va. President John T. Casteen III , will serve as acting director of the Cooper Center, Vice President and Provost Peter W. Low announced. During StenbergÕs tenure at the center, it has significantly expanded its range of services to state and local governments. A key element has been the establishment of a statewide Institute of Government , funded by the General Assembly and based at the centerÕs Richmond office, to offer technical and other special training assistance to governments. Stenberg was executive director of the Council of State Governments before joining the U.Va. faculty and has served as president of the American Society for Public Administration. At the University of Baltimore he will oversee an undergraduate and graduate liberal arts program that has a professional-education orientation in several fields, with 1,600 students and 57 full-time faculty. ÒWe are very grateful to Carl for his distinguished service to the Cooper Center and the University and wish him well in his new position,Ó Low said. Garland, who earned his J.D. degree at Ohio State University, joined the University in 1991 as associate general counsel and special assistant attorney general. He became executive assistant to President Casteen in 1993 and for the past year has served as interim director of the UniversityÕs Equal Opportunity Programs Office. He previously served as general counsel for the University of the District of Columbia. A search committee to fill the public service center directorÕs position will be named once a decision has been made on whether to consolidate the directorships of the Institute of Government with the Cooper Center, Low said. A search committee appointed to fill the position of director of the Institute of Government has recommended the posts be consolidated. ### September 8, 1995
